什么是化妆品CPNP注册？

CPNP:Cosmetic Products Notification Portal,化妆产品通报（CPNP）是由欧盟化妆品法规EC No 1223/2009为实现化妆品监管而创建的一种在线通报系统。

哪些化妆品需要做CPNP？

‘Cosmetic product’ means any substance or mixture intended to be placed in contact with the external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to cleaning them, perfuming them, changing their appearance, protecting them, keeping them in good condition or correcting body odours.

根据欧盟法规定义，化妆品是用于人体外部任何部位(皮肤、毛发、指甲、口唇、和外阴部)或牙齿及口腔粘膜的物质(substance)或混合物(mixture)，主要起到清洁、香化或保护作用，以达到保护良好状况、美容或消除体臭的目的。纹身(Tattoo)，化妆品布料(Cosmetic Textile)也属于该法规管理，但是如果假发、假睫毛和假指甲不属于化妆品法规管理，但是使用的胶水则属于化妆品的定义。

做CPNP需要提供哪些资料？

常规化妆品CPNP通报所需提供信息：

（1）欧盟责任人信息及联系人信息；

（2）化妆品品牌/名称及产品详细配方；

（3）产品标签照片；

（4）包装的照片；

（5）原产国(从哪里进口至EEA)；

（6）将要销售的成员国市场。
